Steve was appointed one of the European Commission’s Group of Experts on Trafficking in Human Beings in 2007, and was the law enforcement lead in the drafting of the 2011 EU legislation on preventing and combating the trafficking of human beings, now known as the ‘Anti-trafficking Directive’. He is the only British Police officer to have been appointed to serve in this group.
Steve was also instrumental in developing Joint Investigation Teams (JIT) practice having been involved with the European Commission on this matter since 2004. He drafted the first JIT Operational Action Plan model and in 2008, led Europol’s support for the very first human trafficking JIT which involved the UK and Romania.
